This shows an open crawl space vent before encapsulation. Open crawl space vents are meant to dry out the crawl space, but they actually do the opposite. They allow unconditioned air to come into the crawl space, creating humidity and moisture issues. There is evidence of these moisture issues on the wall of the crawl space.
